Removing legal obstacles to Hungarian–Croatian energy communities

From September to November 2025, the Pannon European Grouping of Territorial Cooperation (Pannon EGTC) will benefit from expert support provided by the b-Solutions programme. The project’s aim is to identify and eliminate the legal and administrative barriers that have so far hindered the establishment of community energy initiatives along the Hungarian–Croatian border.

Energy communities play an essential role in the joint production, storage, and use of renewable energy sources. They allow local communities, municipalities, and businesses to actively participate in the energy transition, reduce their costs, and strengthen energy security. Although the region offers favourable conditions for such initiatives, legal and administrative obstacles – including divergent regulations, complex permitting processes, and the lack of consistent information – have delayed cross-border cooperation.

Through the project, detailed analyses and expert recommendations will be prepared to align the legal frameworks. A bilateral cooperation platform will also be created, bringing together authorities, energy producers, experts, and local communities. In addition, training and information materials will be developed to support stakeholders in navigating the regulatory environment.

As a result of the initiative, Hungarian and Croatian communities will be able to jointly launch renewable energy projects, enhancing local energy self-sufficiency and security. The cooperation can serve as a best practice for other European border regions, while also contributing to the local implementation of the European Green Deal.
