Project objective
The primary goal of the project is to identify and remove legal and administrative obstacles, enabling Hungarian and Croatian communities to jointly advance in the use of renewable energy sources and to establish energy communities.
Main challenges
In the Hungarian–Croatian border region, there is a growing demand to promote the production, storage, and use of community-based renewable energy sources, such as solar and wind energy. However, the creation of energy communities is mainly hindered by administrative and legal barriers, rather than geographical conditions. These obstacles include:
- Divergent national regulations (energy transmission, grid access, support schemes)
- Complex and non-transparent administrative procedures spanning both countries
- Missing or inconsistent information for stakeholders, making it difficult to launch and operate joint projects
Key activities
- Preparation of detailed analyses and reports to identify legal and administrative barriers in both countries
- Development of harmonisation proposals: establishing common standards and procedures to support energy communities
- Establishment of a bilateral cooperation platform involving authorities, energy producers, experts, and local communities
- Preparation of training and information materials to help stakeholders navigate the regulatory environment
Expected results and long-term impact
- Communities in both countries will be able to jointly launch and sustainably operate renewable energy programmes
- Local energy self-sufficiency will improve, and energy security will be strengthened in both regions
- New cross-border cooperations will emerge, serving as examples for other European border regions
- The results will support the regional implementation of EU strategies, such as the European Green Deal
